JLN Network Expands to 33 Countries with New Members Myanmar and Ukraine

The Joint Learning Network for Universal Health Coverage (JLN), a collaborative endeavor aimed at enhancing global health outcomes through shared knowledge and experiences, is proud to announce the inclusion of Myanmar and Ukraine as its newest members. As a result, this expansion brings the total number of participating countries in the JLN network to 33, marking a significant milestone in our collective journey toward Universal Health Coverage (UHC).

Ukraine’s Vision for Health Care Reform

Initially, the initiative was administered through Ukraine’s Ministry of Health (MOH), the country’s membership request reflects a strong commitment to developing its first comprehensive benefit package by 2020. Ukraine envisions a health system founded on the principles of equity, financial protection, and universal access to services, ensuring better health outcomes for all citizens, irrespective of their financial contributions.

Ukraine’s health ministry is poised to tackle the dual challenge of balancing the national budget with the demands of UHC commitments. The ministry has previously leveraged JLN’s resources, such as the “Costing of Health Services for Provider Payment: A Practical Manual,” to effectively manage healthcare service costs. With no significant health reforms in the past 25 years, Ukraine is eager to draw on the JLN’s wealth of practical experience, particularly in areas such as health financing reform, tariff-setting, private healthcare reform, and quality of care enhancement.

Myanmar’s Commitment to Accelerated Health Progress

The Government of Myanmar, through its Ministry of Health and Sports (MHSM), has demonstrated an unwavering dedication to achieving UHC, as outlined in its National Health Plan 2017-2021 (NHP). The plan focuses on strengthening the country’s health system and ensuring access to a Basic Essential Package of Health Services (EPHS) by 2020-21, with a special emphasis on primary healthcare.

By addressing the financial burdens associated with out-of-pocket health costs through significant public sector investments, Myanmar is on a path to a more inclusive healthcare system. The country values the opportunity to learn from the JLN’s collective wisdom and looks forward to contributing its insights, particularly in health financing strategy development and implementation.

A Unified Path Forward

The addition of Myanmar and Ukraine to the JLN exemplifies the power of collaboration and shared learning in the pursuit of Universal Health Coverage. By pooling our resources, knowledge, and experiences, we are not only strengthening individual health systems but also forging a global community united in its commitment to health for all.
